Senate Republicans fail to limit debate on welfare bill
Capitol Hill-AP -- Senate Democrats have put down a Republican effort to move a bill that would renew 1996 welfare law toward a final vote. Democrats say before that bill moves through, they want members to vote on raising the minimum wage, extending federal unemployment insurance and stopping planned changes to overtime rules.
It's the second time in two weeks Republicans have lost a bid to sidestep Democrats on those issues. Democrats say they're being shut out of the negotiating process.
But Republicans say the votes on the Democratic issues would be allowed to move forward -- if Democrats would agree not to keep Majority Leader Bill Frist from naming negotiators to work out differences with the House versions of the bills.
