Blue Cross Opposing Public Appointment of Directors

(Providence-AP) -- The national Blue Cross, Blue Shield Association is opposing a legislative proposal to publicly appoint nearly half of the directors of the state's largest insurer.

The association says that and other bills increasing state oversight of Blue Cross and Blue Shield of Rhode Island would lead to termination of licenses allowing the insurer to participate in national Blue Cross programs.

In a letter dated yesterday, the association said the bills take away the nonprofit insurer's ability to operate independently.

The bills would also prohibit compensation for Blue Cross board members and would create a position of health insurance administrator.

The Senate Health and Human Services Committee will take testimony this evening on the proposals.
