House plans to vote on asking Supreme Court for opinion on casino
PROVIDENCE, R.I.(AP) -- The House plans to vote today on a resolution that would allow lawmakers to ask the state Supreme Court for an advisory opinion on this year's casino bill. Last year, the high court said a bill passed by the Legislature was unconstitutional. The Supreme Court's ruling stripped a casino question from the ballot, and made it impossible for residents to vote on building a casino in West Warwick. Casino supporters believe this year's legislation passes muster, but they want the court to weigh in. Governor Carcieri says there's no way the proposed casino bill is constitutional because the casino would be privately owned, and only the state can operate lotteries. Harrah's Entertainment, in partnership with the Narragansett Indian Tribe, has proposed a resort-style casino for the West Warwick Industrial Park.
