Smoking Ban Not Enforced in One State Building

Right now smoking is not banned in one Rhode Island building. Patients at the Department of Mental Health, Retardation and Hospitals are still being allowed to smoke in the Cranston building. The department's acting director says there's been a delay in educating patients about the new law so she's letting them smoke in designated areas. She plans to ask the state for another 90 days to phase in the new ban.
