Powell assails Russia on troop deployments, press freedom curbs
SOFIA, Bulgaria There's concern about Russia today from Secretary of State Colin Powell. Powell challenged Russia to take steps to withdraw its military forces from two former Soviet republics and also expressed concern over restrictions in Russia on press freedom and the rule of law.
Powell made his remarks today in an address to the 55-nation Organization of Security and Cooperation in Europe. The speech came after Russian Foreign Minister Sergei Lavrov insinuated that O-S-C-E election monitors are an "instrument of political manipulation" in Ukraine and elsewhere. Powell denied the suggestions.
Powell suggested Moscow is violating an international treaty by stationing forces in O-S-C-E member states without their agreement. He seldom openly criticizes Russia.
