SECOND-TERM GOALS: President Bush wants to revamp Social Security, overhaul the tax code, improve education, battle AIDS and poverty while waging war in Iraq and fighting terrorists.

THE PROBLEM: The Congressional Budget Office sees $2.3 trillion in accumulated deficits over the next 10 years, not including the costs of wars in Iraq and Afghanistan.

QUOTE: All he talked about today were things that will increase the deficit, said Sen. Byron Dorgan, D-N.D. Hes going to have to at some point confront reality.
