Woman sues over son's father's video lottery winnings
PROVIDENCE, R.I. A woman owed $41,000 in child support is suing gambling facility Lincoln Park, saying it should have withheld money for her when her son's father cashed in at its video lottery terminals. Cranston police detective Paula Duffy sued after a friend saw Frank Bianco collecting winnings at Lincoln Park.
At issue is whether Lincoln Park is obligated by law to withhold winnings of more than 600 dollars whenever the winner owes more than 500 dollars in child support.
Lincoln Park says it has no responsibility to withhold winnings.
Duffy's lawyer says a 1995 state law requires both Lincoln Park and Newport Grand to do so.
He says the Rhode Island Lottery has withheld money when people who owe child support try to cash lottery tickets.
